Announcement No.12, 2020 of the General Administration of Customs of the Ministry of Commerce on Further Strengthening the Quality Control over the Export of Epidemic Prevention Materials

As the global epidemic continues to spread, in order to more effectively support the international community in tackling the global public health crisis, we hereby announce the following measures to further strengthen quality control over epidemic prevention supplies and standardize export order:

1. Strengthen export quality supervision of non-medical masks. From April 26, non-medical masks for export should meet Chinese quality standards or foreign quality standards. Ministry of Commerce confirms the list of non-medical mask manufacturers that have obtained foreign standard certification or registration (dynamic update on website of China Chamber of Commerce for Import and Export of Medical and Health Products www.cccmhpie.org.cn), The State Administration for Market Regulation provides a list of substandard non-medical mask products and enterprises investigated and punished in the domestic market (dynamically updated on the website of the State Administration for Market Regulation www.samr.gov.cn). Non-medical mask exporters shall submit electronic or written joint declarations of exporters and importers at customs declaration (refer to Annex 1). It is confirmed that the products meet the Chinese quality standards or foreign quality standards, the importer accepts the quality standards of the purchased products and is not used for medical purposes. The Customs shall check and release the products on the basis of the enterprise list provided by the Ministry of Commerce. For the enterprises not included in the list provided by the State Administration for Market Regulation, the Customs shall accept the declaration and check and release the products. For purchase contracts signed before April 26, an electronic or written joint declaration by the exporter and importer shall be submitted at the time of export declaration (see Annex 1).

Second, further regulate the export order of medical supplies. Starting from April 26, export enterprises whose products have been certified or registered by foreign standards for novel coronavirus testing reagents, medical masks, medical protective suits, ventilators and infrared thermometers are required to submit a written declaration (refer to Annex 2) at customs declaration, promising that their products meet the quality standards and safety requirements of the importing country (region). The customs shall check and release the list of manufacturers that have obtained foreign standard certification or registration provided by Ministry of Commerce (dynamic update on website of China Chamber of Commerce for Import and Export of Pharmaceutical and Health Products www.cccmhpie.org.cn). The above quality control measures for the export of epidemic prevention materials will be dynamically adjusted according to the development of the epidemic situation.
