By giving full play to policy advantages, fostering new business forms and innovating regulatory methods, China's comprehensive bonded areas have been continuously transformed and upgraded, becoming a "propeller" to promote the steady growth of foreign trade.
Statistics released by the General Administration of Customs show that in the first November of this year, imports and exports in China's comprehensive bonded areas reached 2,627.56 billion yuan, up 9.4% year on year and 7 percentage points higher than the overall growth rate of the country's foreign trade. Of this total, exports and imports reached 1,551.82 billion yuan and 1,075.73 billion yuan, up 4.3% and 17.6% respectively. The comprehensive bonded zone has become a "propeller" to promote the steady growth of foreign trade.

Over the past year, the customs all over the country have earnestly implemented the requirements of the Opinions, promoted the transformation and upgrading of the national comprehensive bonded areas, and promoted the high-level opening up and high-quality development of the comprehensive bonded areas. The policy effect has gradually emerged.

Statistics released by the General Administration of Customs show that at present, more than 50 enterprises in the comprehensive insurance zone of China have been engaged in outsourcing processing business, involving pharmaceutical, electronic equipment, mechanical and electrical products, aircraft and other industries. Attracted by the advantages of the comprehensive insurance policy, enterprises have significantly increased their willingness to enter the zones. From January to October this year, there were 1,614 newly registered enterprises in comprehensive insurance zones, an increase of 57.5% year-on-year.
Beijing Customs launched the bonded supervision pilot with bonded logistics supply chain as the unit for aviation material guarantee projects. Pilot enterprises can handle the account book establishment, verification and other bonded logistics business of all port distribution stations in Beijing in a unified manner, greatly reducing the cost of aviation material preparation and customs clearance. By the end of November, the pilot enterprise, China Aviation Supplies Co., LTD., had delivered a total value of $220 million of aviation materials for repair, with its operating revenue up 60% year on year.
New business forms of innovation incubators are emerging

Cross-border e-commerce import and export is a new highlight of foreign trade development. Customs throughout the country have gradually extended the tax policy on cross-border e-commerce retail imports to all comprehensive bonded areas, and provided support to innovative enterprises in the comprehensive bonded areas. Tailor-made regulatory models such as "check and release of inventory, summary declaration" and "online inspection and self-pick-up" have provided strong support for the rapid development of cross-border e-commerce.
Bonded delivery, financial leasing, bonded display of cultural works of art... At present, new business forms continue to emerge in the zones, and the endogenous driving force for the development of enterprises continues to strengthen. The zones play a more prominent role in promoting industrial transformation and upgrading. Anhui Hefei Comprehensive Protection Zone actively introduces upstream cross-border e-commerce brand suppliers, downstream regional logistics providers and financial supporting enterprises. During the "Double 11" this year, cross-border e-commerce bonded import business orders are expected to exceed 200,000 orders. Based on the "single window" comprehensive regulatory service platform, Hangzhou has continuously stimulated the vitality of market players. By the end of October, Hangzhou had more than 19,000 active cross-border e-commerce online stores, an increase of nearly 5,000 compared with the beginning of the year.
Reform pilot field enterprise customs clearance saves time and effort

At present, the point-to-point flow of bonded goods has been realized among the comprehensive bonded areas in China, and the system automatically checks and releases the goods, increasing the flow rate of goods by 50%, promoting the seamless connection between the upstream and downstream of the industrial chain, and further reducing the cost of customs clearance for enterprises.
Chengdu Customs constantly innovates supervision methods in the aspects of enterprise production equipment import, material and parts procurement, finished products in and out of the zone, etc., and superimposes policies at various levels to accurately implement and exert force. In the first November of this year, the total import and export volume of Chengdu Hi-Tech Comprehensive Protection Zone reached 347.9 billion yuan, a year-on-year growth of 26%, and the import and export volume ranked first among the comprehensive protection zones in China for 20 consecutive months.
Shanghai gave full play to the supporting role of the comprehensive free trade Zone, took the initiative to absorb the spillover effects of the free trade zone and the CIIE, and expanded trials of new policies for general taxpayers and classified supervision of the status of goods. In the first 10 months of this year, Shanghai Qingpu Comprehensive Protection Zone achieved a total import and export value of 6.62 billion yuan, of which the export value was 2.64 billion yuan, up 15% year on year.
